The Former President's Progressive Alarm Misses The Continent's True Threat: Economic Stagnation.

Donald Trump's security policy document offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" policies pose an grave risk to European civilization. However, this perspective rests on a fundamental misinterpretation of the reality. The actual danger confronting the EU is not cultural but economic and technological lag.

The Stark Growth Divide Separating Europe and the US

The data paint a stark contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry 13.5% growth for the EU. During this time, EU GDP per capita fell from over three-quarters to just 50% of the US level. Strikingly, even Mississippi now has a higher per capita income than several leading EU nations like France and Italy.

Currently, roughly 50% of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

The growing economic gap stems from stronger productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This gap prompts a vital issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts agree it is essentially a two-horse race involving the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

Several key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile network for financing new ventures. Europe has yet to establish a true unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A American entrepreneur can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for optimism. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Notable reports on European competitiveness and the single market highlight the need for major changes.

With the right policies and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

The continent retains significant advantages: high-quality workforce, excellent education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating next-generation technologies, it can still significantly increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
